Go to Google and or Youtube and type your question ... you will find plenty of tutorials.
I don't use 3ds Max, but in Maya you would create a curve, attach the camera to a motion track along the curve, and constrain the direction the camera is pointing to a locator.
Then when you animate, you can move your camera and the locator around and give them keyframes like anything else ... letting you fly your camera wherever you want along the curve and simultaneously point at wherever you have your locator flying around.
I would figure it's got to be at least a similar process in 3ds Max.|||I'm fairly sure it is a bot becasue I got a new user asking as similar themed question with very similar links in 'it's' signature.
